The Secretary of State, being the Minister designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the notification and control of substances, in exercise of the powers conferred on her by that subsection, and of all other powers enabling her in that behalf, hereby makes the following Regulations:
