The Secretary of State for the Environment, as respects England, the Secretary of State for Wales, as respects Wales, the Secretary of State for Scotland, as respects Scotland, and the Department of the Environment Northern Ireland, as respects Northern Ireland, in exercise of the powers conferred on them by section 2(2) of the European Communities Act 1972(1), being the Ministers and government department designated(2) for the purpose of that subsection in relation to the operation of a Community eco-label award scheme, and of all other powers enabling them in that behalf, hereby make the following Regulations:
