The Secretary of State, in exercise of the powers conferred on him by sections 48(4A) and 103(1) of the Local Government Act 1985(1), and all other powers enabling him in that behalf, hereby makes the following Order:

1985 c. 51. Subsection (4A) of section 48 is inserted by section 105 of the Local Government Finance Act 1992 (c. 14).
