In exercise of the powers conferred on the Secretary of State by sections 18 and 35(4) of the Education Act 1980(1), the Secretary of State for Education[(2)], as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Regulations:

By virtue of article 5 of the Transfer of Functions (Science) Order 1992 (S.I. 1992/1296), the Secretary of State for Education and Science is, with effect from 6 July 1992, known by the style and title of “the Secretary of State for Education”.
