Inquiries by Secretary of State
28. The Secretary of State may cause such local inquiries to be held as he may consider necessary for the purposes of any of his functions under this Order, and subsections to (5) inclusive of section 250 of the Local Government Act 1972 shall apply to any such inquiry.
