The Secretary of State for Wales, in exercise of the powersconferred on him by sections 13A, 140(4) and 143(1) of the LocalGovernment Finance Act 1988(1) and of all other powers enabling him in that behalf,hereby makes the following Regulations:

1988 c. 41: section 13A is inserted by paragraph 5 ofSchedule 5 to the Local Government and Housing Act 1989 (c. 42).
