The Secretary of State, in exercise of the powers conferred on him by sections 36(1), 37(1) and 42 of the Legal Aid (Scotland) Act 1986(1), and all other powers enabling him in that behalf, and with the concurrence of Treasury, hereby makes the following Regulations:
