The Secretary of State for Social Security, with the consent of the Treasury, in exercise of the powers conferred by sections 2 and 4(2) of the Industrial Injuries and Diseases (Old Cases) Act 1975(1) and of all other powers enabling him in that behalf, hereby makes the following Scheme(2):
