The Lord President of the Council and the Secretary of State, in exercise of the powers conferred upon them by section 154(3) of the Local Government and Housing Act 1989(1) and of all other powers enabling them in that behalf, hereby make the following Order:
1. This Order may be cited as the Local Government and Housing Act 1989 (Commencement No. 13) Order 1991.
2. Section 154 of the Local Government and Housing Act 1989 shall come into force on 1st January 1992.

This Order brings section 154 of the Local Government and Housing Act 1989 into force on 1st January 1992. Section 154 amends section 8 of the Public Libraries and Museums Act 1964 (c. 75) which makes provision with respect to charging by library authorities in England and Wales for library facilities made available by such authorities.
