The Secretary of State, in exercise of the powers conferred upon him by sections 12(1),(3) and (4), 37(2) and (3) and 40(1) of the Fire Precautions Act 1971(1) and of all other powers enabling him in that behalf, having consulted, in accordance with section 12(5) of that Act, with such persons or bodies of persons as appear to him requisite, hereby makes the following Regulations:

1971 c. 40; section 12(1) was amended by the Health and Safety at Work etc Act 1974 (c. 37), section 78(1) and (5) and by the Fire Safety and Safety of Places of Sport Act 1987 (c. 27), section 13(b) and Schedule 4.
