The Secretary of State for Health in relation to England and Wales and the Secretary of State for Scotland in relation to Scotland in exercise of the powers conferred by sections 71(16) and 104(4) of, and paragraphs 1(3), 6(4) and 7 of Schedule 9 to the Children Act 1989(1), and of all other powers enabling them in that behalf, hereby make the following Regulations:–
