2. Regulation 2(2) of the Local Government Act 1988 (Defined Activities) (Competition) (England) Regulations 1990(1) is amended by substituting for the definition of “EW” the following:
“EW = the gross cost of the specified work carried out or treated as carried out by or for the authority in the corresponding period in the financial year ending on 31st March 1991, estimated by the authority on the assumption that costs are incurred at a constant rate over the year;”.
