for the words “in which the parental rights and duties relating to the child are vested by virtue of section 23 of the 1975 Act” there shall be substituted the words “which has parental responsibility for the child by virtue of section 21 of the Act”; and

for the words “rule 4(2)(b), (c), (d) or (e)” there shall be substituted the words “rule 4(2)(b)”.
