The Secretary of State for Health in relation to England and Wales and the Secretary of State for Scotland in relation to Scotland in exercise of the powers conferred by paragraph 1(1) of Schedule 9 to the Children Act 1989(1), and all other powers enabling them in that behalf, hereby makes the following Regulations:–
