Whereas a draft of these Regulations has been approved by resolution of each House of Parliament:

Now, therefore, the Secretary of State, in exercise of the powers conferred by sections 43(1) and 45 of the Human Fertilisation and Embryology Act 1990(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations:–
