ROAD TRAFFIC

The A1 Trunk Road (Islington) Red Route Experimental Traffic (Amendment) Order 1991

The Secretary of State for Transport, in exercise of the powers conferred by sections 9(1), (2) and (3) of and paragraph 27 of Schedule 9 to the Road Traffic Regulation Act 1984(1) and of all other enabling powers, hereby makes the following Order:–

1.  This Order may be cited as the A1 Trunk Road (Islington) Red Route Experimental Traffic (Amendment) Order 1991 and shall come into force on 10th June 1991.

2.  The A1 Trunk Road (Islington) Red Route Experimental Traffic Order 1990(2) shall be amended as follows.

3.  For article 4, there shall be substituted the following article—

4.(1) No person shall cause or permit a vehicle to stop or remain at rest during the restricted hours in any length of road specified in Part I or II of Schedule 1.

(2) Paragraph (1) does not prohibit a person from causing or permitting a vehicle to wait during the prescribed hours–

(a)in any length of road specified in Part I, II or III of Schedule 2 for a period of up to 1 hour not being a period separated by an interval of less than 2 hours from a previous period when that vehicle was at rest in that length of road during the prescribed hours; or

(b)in any length of road specified in any of Parts I to VIII of Schedule 3 for the purpose of delivering or collecting goods or loading or unloading the vehicle–

(i)for so long as may be necessary for that purpose, or

(ii)a period of 20 minutes,

whichever is the less.

(3) Paragraph (1) does not prohibit a person from causing or permitting a vehicle displaying a disabled persons' badge in a relevant position to wait during the prescribed hours–

(a)in a length of road specified in any of Parts I to V of Schedule 2, or

(b)in any length of road specified in Parts I to VIII of Schedule 3 for a period of up to 2 hours not being a period separated by an interval of less than 2 hours from a previous period when that vehicle was at rest in that length of road during the prescribed hours.

(4) In this article “restricted hours,” in relation to a length of road specified in a Part of Schedule 1, means–

(a)in relation to a length of road specified in Part I of Schedule 1, the period from 0800 hours to 1900 hours on Mondays to Fridays inclusive, and

(b)in relation to a length of road specified in Part II of Schedule 1, the period from 0800 hours to 1900 hours on Mondays to Saturdays inclusive.

(5) In this article, “prescribed hours”, in relation to a length of road specified in a Part of a Schedule shown in an item in column (3) of the Table below, means the period shown in that item in column (2) of that Table.

4.  In article 12(b) before the word “notice” there shall be inserted the word “public”.

5.  In article 13, for the words “article 13” there shall be substituted the words “article 12”.

6.  –

(1) Schedule 3 shall be amended in accordance with Schedule 1 to this Order.

(2) Schedule 4 shall be amended in accordance with Schedule 2 to this Order.

Article 6(1)

SCHEDULE 1AMENDMENTS TO SCHEDULE 3

1.  Schedule 3 shall be amended as follows.

2.  In Part I, paragraph 4 shall be omitted.

3.  In Part II, paragraph 9 shall be omitted and after paragraph 11 there shall be inserted the following paragraph–

11A.  From a point 13 metres north of a point level with the party wall of Nos. 33 and 34 Upper St southwards for a distance of 13 metres.

4.  In Part IV, after paragraph 25 there shall be inserted the following paragraph–

25A.  From a point level with the party wall of Nos 47 and 48 Upper Street southwards for a distance of 24 metres.

5.  In Part V, after paragraph 31 there shall be inserted the following paragraphs–

31A.  From a point 52 metres south east of the southern kerbline of Manor Gardens south eastwards for a distance of 19 metres.

31B.  From a point 6 metres south east of the south eastern kerbline of Windsor Road south eastwards for a distance of 27 metres.

31C.  From a point 7 metres south east of a point level with the party wall of Nos. 222 and 224 Holloway Road for a distance of 9 metres south eastwards.

31D.  Between a point 2 metres north west of the party wall of Nos. 162 and 164 Holloway Road and a point 41 metres north west of the northern kerbline of Drayton Park.

6.  In Part V, after paragraph 39 there shall be inserted the following paragraphs–

39A.  From a point 20 metres north west of a point level with the party wall of Nos. 409a and 411 Holloway Road south eastwards for a distance of 25 metres.

39B.  From a point 1 metre north west of a point level with the common boundary of Nos. 381 and 383 Holloway Road south eastwards for a distance of 22 metres.

39C.  From a point 85 metres north west of the north western kerbline of George’s Road south eastwards for a distance of 43 metres.

7.  In Part VIII, after paragraph 56 there shall be inserted the following paragraph–

56A.  From a point 35 metres south of the southern kerbline of Cannonbury Lane southwards for a distance of 32 metres.

Article 6(2)

SCHEDULE 2AMENDMENTS TO SCHEDULE 4

1.  Schedule 4 shall be amended as follows.

2.  Paragraph 21 shall be omitted.

3.  For paragraph 27 there shall be s ubstituted the following paragraph–

27.  From the southern kerbline of Bovary Place south eastwards for a distance of 21 metres.

4.  Paragraph 30 shall be omitted.

5.  For paragraph 31 there shall be substituted the following paragraph–

31.  From a point 41 metres north west of a point level with the party wall of Nos. 232 and 234 Holloway Road south eastwards for a distance of 71 metres.

6.  For paragraph 44 there shall be substituted the following paragraphs–

44.  From a point 3 metres north west of a point opposite the party wall of Nos. 496 and 498 Holloway Road south eastwards for a distance of 66 metres.

44A.  From a point level with the party wall of 409a and 411 Holloway Road for a distance of 96 metres south eastwards.

7.  Paragraphs 46 and 47 shall be omitted.

8.  For paragraph 48 there shall be substituted the following paragraph–

48.  Between a point 23 metres northwest of the north western kerbline of Camden Road and a point 184 metres south east of the south eastern kerbline of Camden road.

9.  For paragraph 50 there shall be substituted the following paragraph–

50.  Between the southern kerbline of Liverpool Road and a point 2 metres south east of a point level with the party wall of Nos 179 and 181 Holloway Road.

10.  For paragraph 58 there shall be substituted the following paragraph–

58.  From a point 30 metres north of the northern kerbline of Cannonbury Lane southwards for a distance of 73 metres.
