The Secretary of State, in exercise of the powers conferred on him by sections 22(3) and (4), 35(1) and 64(1) of the National Assistance Act 1948(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations:

1948 c. 29; section 22(3) and (4) is applied by section 26(3) of that Act; section 22(3) and (4) and section 26(3) are applied by section 87(3) and (4) of the Social Work (Scotland) Act 1968 (c. 49); section 64(1) contains a definition of “prescribed” relevant to the exercise of the statutory powers under which these Regulations are made.
