The Secretary of State, in exercise of the powers conferred by section 104 of, and paragraphs 2, 3(3), 4(1) and 5(3)(1) of Schedule 14 to, the Electricity Act 1989(2), and of all other enabling powers, hereby makes the following Regulations:-
