(ii)the district councils of Ceredigion; Cynon Valley; Islwyn; Meirionydd; Neath; Rhuddlan; and Wrexham Maelor.
GROUP 2.
The district councils of Aberconwy; Alyn and Deeside; Montgomeryshire; Preseli Pembrokeshire; Llanelli; Ogwr; Cardiff; Blaenau Gwent and Rhondda.
