This Order brings into force on 1st December 1990 the provisions of the Road Traffic (Driver Licensing and Information Systems) Act 1989 specified in the Schedule to the Order. The bringing into force of section 6 of the Act has the effect of requiring motor cyclists who have yet to pass a test of competence to drive a motor cycle to undergo compulsory training unless exempted by Regulations from having to do so. The Regulations implementing section 6 are the Motor Vehicles (Driving Licences) (Amendment) (No 5) Regulations 1990 (S.I. 1990/2334). Many of the other provisions brought into force by this Order concern compulsory training for motor cyclists.
