The Secretary of State, in exercise of the powers conferred on him by sections 1 and 8(1) of the Animal Health Act 1981(1) and of all other powers enabling him in that behalf, hereby makes the following Order:

1981 c. 22; section 86(1) contains a definition of “appropriate Minister” which is relevant to these Regulations.
