The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred upon them by section 5 of the Landlord and Tenant Act 1985(1), and of all other powers enabling them in that behalf, hereby make the following Regulations—

1985 c. 70; section 5 was amended by paragraph 67 of Schedule 17 to the Housing Act 1988 (c. 50).
