Whereas it appears to the Secretary of State for Transport that Manston Airport is an airport at which there is a substantial amount of international passenger traffic:

Now, therefore, the Secretary of State, in exercise of the powers conferred by section 1(2) of the Shops (Airports) Acts 1962(1), and now vested in him(2), and of all other powers enabling him in that behalf, hereby makes the following Order:
