The Secretary of State for the Environment, and the Secretary of State for Wales, acting jointly in exercise of the powers conferred on them by section 194(4) of the Water Act 1989(1) and of all other powers enabling them in that behalf, hereby make the following Order:
1. This Order may be cited as the Water Act 1989 (Commencement No.4) Order 1989.
2. Subsections (2)(c) and (3) to (7) of section 98 of the Water Act 1989 shall come into force on 1st April 1990.

Article 2 of this Order brings into force on 1st April 1990 subsections (2)(c) and (3) to (7) of section 98 of the Water Act 1989 (relating to statutory water companies).

By commencement orders made before the date of this Order the following provisions of the Water Act 1989 have been brought into force or are to come into force in England and Wales as indicated below:
