The Manchester City Council make this Scheme in exercise of their powers under Section 16 of the Highways Act 1980 and of all other enabling powers:—
1. For the purpose of connecting the Motorway with the new access road at the places stated in the Schedule hereto, the Council are authorised to provide special roads for the use of traffic of classes I and II of the classes of traffic set out in Schedule 4 to the Highways Act 1980 along the routes described in the Schedule hereto (these special roads being in the Scheme referred to as “the Connecting Roads”).
2. The centre lines of the Connecting Roads are indicated by heavy black lines on the deposited plan.
