The Minister of Agriculture, Fisheries and Food, The Secretaries of State respectively concerned with agriculture in Scotland and Northern Ireland and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred on them by sections 6(1) and (4) of the Agriculture Act 1986(1) and of all other powers enabling them in that behalf, after consultation with the Home-Grown Cereals Authority and with such persons and organisations as appear to them to represent the interests concerned, hereby make the following Order, a draft of which has been laid before and approved by resolution of each House of Parliament:
1. This Order may be cited as the Cereals Marketing Act (Application to Oilseeds) Order 1989 and shall come into force on 14th August 1989.
2. Rapeseed, linseed, soyabean and sunflowerseed, being crops falling within section 6(2) of the Agriculture Act 1986, are hereby specified as being crops to which the Cereals Marketing Act 1965(2) shall apply.
3. Section 24 of the Cereals Marketing Act 1965 is hereby amended in accordance with the following provisions of this Order.
4.—(1) In subsection (2)–
(a)in the definition of “home-grown cereals” for the words “or triticale” there shall be substituted the words “, triticale, rapeseed, linseed, soyabean or sun-flowerseed”; and
(b)in the definition of “year” for the words “1st August” there shall be substituted the words “1st July”.
(2) In subsection (3) for the words “and triticale” there shall be substituted the words, “, triticale, rapeseed, linseed, soyabean and sunflowerseed”.

This Order, which applies throughout the United Kingdom and comes into force on 14th August 1989, amends the Cereals Marketing Act 1965 and extends its scope to include rapeseed, linseed, soyabean and sunflowerseed.
The Order:
(a)provides that the definition of home-grown cereals and any reference to cereals in the Act are extended to include rapeseed, linseed, soyabean and sunflowerseed (article 4(1)(a));
(b)amends the definition of “year” in section 24 of the Act to commence on 1st July in any calendar year (article 4(1)(b)).
