The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by section 123 of the Water Act 1989(1) and of all other powers enabling them in that behalf, hereby make the following Regulations:–

1989 c. 15; and see the definition of “prescribed” in section 189(1).
