2. For sub-paragraph (a) of regulation 1(1) of the Education (School Curriculum and Related Information) Regulations 1989(1) there shall be substituted the following sub-paragraphs–
“(a)except for regulation 3, regulations 8 and 10 insofar as they apply to pupils with statements of special educational needs, and regulations 11 and 12, on 1st August 1989;
(aa)as regards regulation 3, on 1st January 1990;”.
