Proceedings in respect of a dispute
9. [Decision of the Comptroller] After hearing the party or parties desiring to be heard, or if none of the parties so desires, then without a hearing, the Comptroller shall decide the dispute and notify his decision to the parties, giving written reasons for his decision if so required by any party.
