The Treasury, in exercise of the powers conferred on them by section 126(3) of the Building Societies Act 1986 (1) and of all other powers enabling them in that behalf, hereby make the following Order:–
1. This Order may be cited as the Building Societies Act 1986 (Commencement No. 2) Order 1989.
2. Section 120(2) of, and Schedule 19 to, the Building Societies Act 1986 (repeals and revocations), so far as they relate to the repeal of sections 28 to 31 (general provisions for advances on mortgage) of the Building Societies Act 1962(2) and of the Building Societies Act (Northern Ireland) 1967(3) respectively, shall come into force on 17th July 1989.

This Order brings into force, on 17th July 1989, section 120(2) of and Schedule 19 to the Building Societies Act 1986 in so far as they repeal sections 28 to 31 (general provisions for advances on mortgage) of the Building Societies Act 1962 and of the Building Societies Act (Northern Ireland) 1967 respectively. All other provisions of the Building Societies Act 1986 came into force on 25th July 1986 or were brought into force, either by section 126 of that Act or by the Building Societies Act 1986 (Commencement No. 1) Order 1986 (S.I. 1986/1560(C.56)), over a period starting on 25th September 1986 and ending on 1st January 1988, with the exception of –
(a)section 35 (prohibition on linking services); and
(b)section 124 and Schedule 21 (recognition of institutions and practitioners for provision of conveyancing services),
which have not yet been brought into force.
