The Secretary of State for Transport, in exercise of the powers conferred by sections 119(1) and 124 of the Road Traffic Act 1972(1), now vested in him(2), and all other enabling powers, and after consultation with representative organisations in accordance with section 199(2) of that Act, hereby makes the following Regulations:

1972 c. 20; section 119 (1) is to be read with the Department of Transport (Fees) Order 1988 (S.I. 1988/643).
