Whereas in pursuance of section 3(3) of the Parliamentary Constituencies Act 19861 the Boundary Commission for Scotland have submitted to the Secretary of State a report dated 24th June 1988 with respect to the areas comprised in certain constituencies in Scotland and showing the constituencies into which they recommend, in accordance with the Parliamentary Constituencies Act 1986, that the areas should be divided:

And Whereas the Secretary of State has laid that report before Parliament together with the draft of this Order in Council to give effect to the recommendations contained in the report and each House of Parliament has by resolution approved the said draft:

Now, therefore, Her Majesty, in pursuance of section 4 of the Parliamentary Constituencies Act 1986, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:—

Citation, interpretation and commencement1

This Order may be cited as the Parliamentary Constituencies (Scotland) (Miscellaneous Changes) Order 1988.

In this Order—

  • “the 1983 Order” means the Parliamentary Constituencies (Scotland) Order 19832;

  • “the 1987 Order” means the Parliamentary Constituencies (Scotland) (Miscellaneous Changes) Order 19873;

  • “electoral area” in relation to a region or islands area means an electoral division and, in relation to a district, means a ward within the meaning of section 5 of the Local Government (Scotland) Act 19734;

  • “local government area” means a region, islands area or district.

Subject to section 4(6) of the Parliamentary Constituencies Act 1986. this Order shall come into force forthwith.

Carrick, Cumnock and Doon Valley, and Galloway and Upper Nithsdale2

For the county constituency of Carrick, Cumnock and Doon Valley and for the county constituency of Galloway and Upper Nithsdale as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983 and in part by reference to such areas as they existed on 3 May 1984), there shall be substituted the constituencies which are named in column (1) of Part I of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 24th June 1988 (and accordingly as altered by the Strathclyde and Dumfries and Galloway Regions and Kyle and Carrick and Wigtown Districts (Lagafater Lodge and Shennas Lodge, New Luce) Boundaries Amendment Order 19875).

Central Fife, Dunfermline East, Dunfermline West, North East Fife, Clackmannan, and Perth and Kinross3

For the county constituencies of Central Fife, Dunfermline East, Dunfermline West and North East Fife as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983) and for the county constituencies of Clackmannan, and Perth and Kinross as constituted by the Schedule to the 1987 Order (and described by reference to local government areas and electoral areas as they existed on 29th December 1986), there shall be substituted the constituencies which are named in column (1) of Part II of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 24th June 1988 (and accordingly as altered by the Tayside and Fife Regions and Perth and Kinross District and Kirkcaldy District (Westfield) Boundaries Amendment Order 19876, the Tayside and Fife Regions and Perth and Kinross and North East Fife Districts (Auchtermuchty) Boundaries Amendment Order 19877, the Kirkcaldy and North East Fife Districts (Montrave Estate) Boundaries Amendment Order 19878, the Fife and Tayside Regions and North East Fife and Perth and Kinross Districts (Duncrievie) Boundaries Amendment Order 19889, and the Tayside, Fife and Central Regions and Perth and Kinross, Dunfermline and Clackmannan Districts (Solsgirth) Boundaries Amendment Order 198810.

Clydesdale, East Kilbride and Glasgow Cathcart4

For the county constituency of Clydesdale and the burgh constituency of Glasgow Cathcart as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983) and for the county constituency of East Kilbride as constituted by the Schedule to the 1987 Order (and described by reference to the local government area as it existed on 29th December 1986), there shall be substituted the constituencies which are named in column (1) of Part III of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 24th June 1988 (and accordingly as altered by the Hamilton and East Kilbride Districts (Spectacle E'e Falls, Sandford) Boundaries Amendment Order 198711 and the East Kilbride and City of Glasgow Districts (Carmunnock) Boundaries Amendment Order 198812).

Edinburgh East, East Lothian and Midlothian5

For the burgh constituency of Edinburgh East as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983) and for the county constituencies of East Lothian and Midlothian as constituted by the Schedule to the 1987 Order (and described by reference to local government areas as they existed on 29th December 1986), there shall be substituted the constituencies which are named in column (1) of Part IV of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 24th June 1988 (and accordingly as altered by the City of Edinburgh and East Lothian Districts (Newhailes) Boundaries Amendment Order 198813 and the East Lothian and Midlothian Districts (Marldene) Boundaries Amendment Order 198814).

Monklands East and Falkirk East6

For the burgh constituency of Monklands East and the county constituency of Falkirk East as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983), there shall be substituted the constituencies which are named in column (1) of Part V of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 24th June 1988 (and accordingly as altered by the Strathclyde and Central Regions and Monklands and Falkirk Districts (Black Loch) Boundaries Amendment Order 198815).

Strathkelvin and Bearsden, and Glasgow Maryhill7

For the county constituency of Strathkelvin and Bearsden as constituted by the Schedule to the 1987 Order (and described by reference to local government areas and electoral areas as they existed on 29th December 1986), and for the burgh constituency of Glasgow Maryhill as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983), there shall be substituted the constituencies which are named in column (1) of Part VI of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 24th June 1988 (and accordingly as altered by the City of Glasgow and Strathkelvin Districts (Easter Balmuildy Farm and Laigh Kenmure Farm) Boundaries Amendment Order 198816).

Angus East, and Kincardine and Deeside8

For the county constituencies of An gus East, and Kincardine and Deeside as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983 and in part by reference to such areas as they existed on 3rd May 1984), there shall be substituted the constituencies which are named in column (1) of Part VII of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 24th June 1988 (and accordingly as altered by the Tayside and Grampian Regions and Angus and Kincardine and Deeside Districts (River North Esk) Boundaries Amendment Order 198817).

Clydebank and Milngavie, and Glasgow Garscadden9

For the county constituency of Clydebank and Milngavie as constituted by the Schedule to the 1987 Order (and described by reference to local government areas and electoral areas as they existed on 29th December 1986) and for the burgh constituency of Glasgow Garscadden as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983), there shall be substituted the constituencies which are named in column (1) of Part VIII of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 24th June 1988 (and accordingly as altered by the Clydebank and City of Glasgow Districts (Yoker) Boundaries Amendment Order 198818).

Re-arrangement or adaptation of registers10

The electoral registration officer for each of the constituencies referred to in articles 2-9 above shall make such rearrangement or adaptation of the registers of parliamentary electors as may be necessary to give effect to this Order.

This Order gives effect withOut modification to the recommendations contained in the report of the Boundary Commission for Scotland dated 24th June 1988. The report contains proposals for changes to the areas of certain parliamentary constituencies where local government area changes have resulted in inconsistencies between local government boundaries and the boundaries of parliamentary constituencies. Articles 2 to 9 of, and the Schedule to, this Order set out and describe the new constituencies, the boundaries of which will be consistent with the revised local government boundaries at 24th June 1988.

By virtue of section 4(6) of the Parliamentary Constituencies Act 1986, the coming into force of this Order does not affect any parliamentary election until a proclamation is issued by Her Majesty summoning a new Parliament.
