The Secretary of State, in exercise of the powers conferred on him by section 21(1), (2) and (3) of the Oil and Gas (Enterprise) Act 1982 1 (hereinafter referred to as “the Act”), and of all other powers enabling him in that behalf hereby makes the following Order:—
