The London—Portsmouth Trunk Road A3 (Ham Barn—Petersfield Section Slip Roads) Order 1987

The Secretary of State for Transport makes this Order in exercise of powers conferred by sections 10 and 41 of the Highways Act 1980(1), and now vested in him(2), and of all other enabling powers:

1.  The new highways which the Secretary of State proposes to construct along the routes described in the Schedule to this Order which connect the Trunk Road and the main new trunk road with other highways at the places stated in the schedule to this Order (the highways along these routes being in this Order referred to as “the slip roads”), shall become trunk roads as from the date when this Order comes into force.

2.  The centre line of each slip road is indicated by a heavy black line on the deposited plan.

3.  The Secretary of State directs as respects any part of a highway which crosses the route of any of the slip roads that—

(a)where the highway is a highway maintainable at the public expense by a local highway authority, the part in question shall be maintained by that authority; and

(b)where the highway is not a highway so maintainable and is not maintainable under a special enactment or by reason of tenure, enclosure or prescription, the Secretary of State shall be under no duty to maintain the part in question,

until, in either case, a date to be specified in a notice given by the Secretary of State to the highway authority for that highway. The date specified will not be later than the date on which the relevant route is opened for the purpose of through traffic.

4.  In this Order—

(i)“the deposited plan” means the plan numbered CSE 206/6B/26/03, marked “The London—Portsmouth Trunk Road A3 (Ham Barn—Petersfield Section Slip Roads) Order 1987”, signed by authority of the Secretary of State and deposited at the Department of Transport, 43 Romney House, Marsham Street, London SW1P 3PY;

(ii)“the main new trunk road” means the highway to be provided by the Secretary of State in pursuance of the London—Portsmouth Trunk Road A3 (Ham Barn—Petersfield Section) Order 1987(3); and

(iii)“the Trunk Road” means the London-Portsmouth Trunk Road A3.

5.  This Order shall come into force on 5th October 1987 and may be cited as the London—Portsmouth Trunk Road A3 (Ham Barn—Petersfield Section Slip Roads) Order 1987.

THE SCHEDULEThe routes of the slip roads all of which are situated in the County of Hampshire are the following:

Junction with the Trunk Road at Weston

Three routes to connect the southbound carriageway of the main new trunk road with the Trunk Road at Weston (the slip roads along these routes being respectively given the reference numbers 1, 2 and 3 on the deposited plan—Site Plan 1).

Junction with Winchester Road (A272) at Petersfield

Four routes to connect the southbound and northbound carriageways of the main new trunk road with a roundabout to be constructed as part of Winchester Road (A272) at Berelands, west of Petersfield (the slip roads along these routes being respectively given the reference numbers 1, 2, 3 and 4 on the deposited plan—Site Plan 2).

Junction with the Trunk Road at Sheet

Five routes to connect the westbound and eastbound carriageways of the main new trunk road with the Trunk Road (as proposed to be improved) at Sheet (the slip roads along these routes being respectively given the reference numbers 1, 2, 3, 4 and 5 on the deposited plan—Site Plan 3).

Junction with Farnham Road (A325) at Bowyers Common

One route to connect Farnham Road (A325) at Bowyers Common with the southbound carriageway of the main new trunk road (the slip road along this route being given the reference number 1 on the deposited plan—Site Plan 4).

Junction with Farnham Road (A325), Andlers Ash Road and Woolshers Road at Flexcombe

Five routes to connect the southbound and northbound carriageways of the main new trunk road with Farnham Road (A325), Andlers Ash Road and Woolshers Road (all as proposed to be improved) at Flexcombe (the slip roads along these routes being respectively given the reference numbers 1, 2, 3, 4 and 5 on the deposited plan—Site Plan 5).
