The Secretary of State for Social Services, in exercise of the powers conferred on him by paragraph 10(1) of Schedule 5 to the National Health Service Act 1977(1) and of all other powers enabling him in that behalf, after consultation in accordance with paragraph 11(1) of that Schedule with such bodies as he recognises as representing persons who in his opinion are likely to be affected, hereby makes the following regulations:—
1. These regulations may be cited as the National Health Service (Speech Therapists) Amendment Regulations 1985 and shall come into operation on 1st March 1985.
2. The National Health Service (Speech Therapists) Regulations 1974 shall be amended by substituting for regulation 3(1) the following paragraph—
“(1) he holds a certificate issued by the College of Speech Therapists (“the College”)—
(a)certifying that he has attended a course of training recognised by the College and approved by the Secretary of State and has passed an examination so recognised and approved; or
(b)certifying that before 31st July 1986 he has attended a course of training approved by the Secretary of State and passed an examination so approved; or
(c)certifying that the College are satisfied that he has, in a country or territory outside the United Kingdom, attended a course of training recognised by the College and approved by the Secretary of State and has passed an examination so recognised and approved;”.

These Regulations amend the National Health Service (Speech Therapists) Regulations 1974 which prescribe the conditions under which a speech therapist may be employed for the purposes of providing services under the national health service. The condition relating to certificates issued by the College of Speech Therapists is extended to provide for recognition of courses of training and examinations by the College as well as for approval by the Secretary of State.
relevant amendments were made by the Health Services Act 1980 (c.53), Schedule 1, paragraphs 77(a) and 80(2).
