The Secretary of State for Social Services, in exercise of the powers conferred by section 51(2) of, and Schedule 20 to, the Social Security Act 1975, and of all other powers enabling him in that behalf, after agreement with the Industrial Injuries Advisory Council that proposals to make these regulations should not be referred to it(1), hereby makes the following regulations:—
