The Secretary of State for Social Services, with the consent of the Treasury, in exercise of the powers conferred by section 2 of the Personal Injuries (Emergency Provisions) Act 1939 and now vested in him1, and of all other powers enabling him in that behalf, hereby makes the following Scheme:—
