74. Any inquiry held under section 15 of the General Pier and Harbour Act 1861 in connection with such an application as is mentioned in section 4 of the Harbours Piers and Ferries (Scotland) Act 1937, not being an inquiry which the Secretary of State has directed under section 5(7) of the Act of 1937 should be held by Commissioners under the Private Legislation Procedure (Scotland) Act 1936.
