A person employed by managers of an approved school, remand home, approved probation hostel or approved probation home (which has not been taken over by a local authority or by a joint committee representing two or more local authorities) to whom a certificate of approval under section 79 of the Children and Young Persons Act 1933 has been issued by the Secretary of State for Health and Social Security.
