The Secretary of State for the Environment, in exercise of the powers conferred upon him by section 254(1)(a) and (2)(a), (b), (c) and (d) of the Local Government Act 1972, by those provisions as extended by section 34(1) of and paragraph 5(2)(b) and (e) of Schedule 6 to, the Water Act 1973 and by section 266(2) of the said Act of 1972 and of all other powers enabling him in that behalf, hereby makes the following order:—
