11. Without prejudice to the provisions of Article 10 of this Order any question arising between the responsible body and any person as to whether that person is a member of a pension scheme, and any question arising between the responsible body and a member of a pension scheme as to the application or effect of any of the provisions of Articles 3(2), 5(1)(a), 5(3), 6(2), 7(2)(a) or 7(4) of this Order shall in default of agreement between the parties concerned be referred to a tribunal.
