The Board of Trade in exercise of their powers under section 427 of the Merchant Shipping Act 1894, as substituted by section 2 of the Merchant Shipping (Safety Convention) Act 1949 and amended by section 9 of the Merchant Shipping Act 1964 and as having effect by virtue of the Transfer of Functions (Shipping and Construction of Ships) Order 19651 and of all other powers enabling them in that behalf hereby make the following Rules:—
