No person shall work on any ledge or other place at a mine which is not fenced and from which he may fall fifteen feet or more unless he has been provided with a rope or other suitable appliance for his protection and he has at the beginning of that period of work satisfied himself of the safety of the rope or appliance and he is secured by it.
