3Annual estimate to be laid before Parliament.

A statement showing under proper heads the estimated income and expenditure of Greenwich Hospital for the current financial year shall be annually laid by the Admiralty before Parliament, and be submitted for approval by resolution of the House of Commons.

The Comptroller and Auditor General shall not allow as a charge against income any expenditure not covered by the sum total of the approved estimate of the year in which it comes in course of payment, unless the same shall have been specifically sanctioned by resolution of the House of Commons.
