XXXIPower to award Costs on hearing of Charges.

And be it enacted, That it shall be lawful for any Magistrate who shall hear and determine any Charge or Complaint, whether or not a Warrant or Summons shall have been issued in consequence of such Charge or Complaint, to award such Costs as to him shall seem meet, to be paid to or by either of the Parties to the said Charge or Complaint.
