The Commissioners may agree with the Owners of any Lands within the Limits of the special Act for the absolute Purchase thereof, for the Purpose of widening, enlarging, or otherwise improving any of the Streets, and they shall re-sell any Parts of the Land so purchased which shall not be wanted for the Enlargement of the Street.
