In so far as any expenses incurred by the Secretary of State in the exercise of his functions under the Education Acts are not met from the Education (Scotland) Fund or under subsection (2) of section one of the [2 & 3 Geo. 6. c. 20.] Reorganisation of Offices (Scotland) Act; 1939, the said expenses shall be defrayed out of moneys provided by Parliament.
