The committee for the purposes of this Act shall be appointed by the Secretary of State for the Colonies subject to the approval of the Treasury.

Any expenses incurred by the said Secretary of State in connection with the said committee shall, up to an amount approved by the Treasury, be paid out of moneys provided by Parliament.
