4Prohibition of sale of firearms to drunk or insane persons

(1)A person shall not sell a firearm or ammunition to, or repair, prove, or test a firearm or ammunition for, any person whom he knows, or has reasonable ground for believing, to be drunk or of unsound mind.

(2)If any person acts in contravention of this section, he shall he liable in respect of each offence, on summary conviction, to a fine not exceeding twenty pounds, or to imprisonment with or without hard labour for a term not exceeding three months.
