Penalty for obstructing local authority in exercise of powers S

7 S If any person obstructs the local authority in the exercise of any of their powers under the scheme, he shall be guilty of an offence and shall be liable on summary conviction to a fine [F1 not exceeding level 3 on the standard scale].
